S. Korea's Kim appoints new foreign minister

SEOUL -- South Korean President Kim Dae Jung announced Monday a major cabinet reshuffle including a new foreign minister.

Foreign Affairs and Trade Minister Lee Joung Binn said Sunday that he intended to resign after suddenly canceling a South American trip on Saturday.

Lee was scheduled to attend the East Asia-Latin America Forum in Santiago, Chile.

President Kim has been under fire after several policy disasters, including one that has threatened the medical insurance system.

The foreign minister has been under public pressure for remarks, including a joint statement with Russia, that appeared to oppose the national missile defense system. He later retracted the remarks.

Kim also announced that nine other cabinet members and three ministerial-level appointees will be replaced.
