Japan ratifies Kyoto Protocol

TOKYO -- Japan submitted Wednesday Kyoto Protocol ratification papers to the United Nations, government officials said.

The Kyoto Protocol requires industrialized countries to reduce greenhouse gas levels from an average 5.2 percent by the period between 2008 and 2012.

U.S. urges Americans to leave India

WASHINGTON -- The U.S. State Department Friday issued an advisory authorizing non-essential diplomatic personnel to leave India.

All American citizens were also advised to leave the country or to avoid travel there.
