Fly to petalburg city. Go to the west of the city and use surf, surf downwards staying to the left. There will be an island with trees on it go on the island go round to the other side there will be another island that is simalar cross over walk up then surf up there will be a cave go in read the braile then run or walk once around the room without leaving the wall. if done correctly a entrance will open where the braile was go trough save and battle regice. Use same technique as on the regirock.
