One can imagine a situation where employees are even pressured by management to ignore certain regulations to meet deadlines. Without getting too paranoid, this scenario would allow the authorities to 'set an example' whenever they wanted. If this were the case, then Dr. Lee is a pawn used to scare Asians working in secure labs. I think though that anyone really spying would now know that the intelligence agencies are really clueless. Also, if Asians think they are being set apart, some may react in ways much different than what is expected. Could be counterproductive. Just my two cents.
