I wanted to give you all a heads up on the GS-14 position
at the Office of the White House Initiative on AAPIs. As you may know, we are
looking for another Senior Analyst in the Office who will serve as Shamina
Singh's Deputy. The announcement will be open from November 12, 1999 until
December 3, 1999. It will be in the HRSA website [www.hrsa.gov], as well as
the Office of Personnel Management's website [www.opm.gov]. Those interested
will have to submit an application to HRSA's personnel office.

is listed as AAPIInitiative Analyst GS-301-14. All applicants must

Duties: The incumbent performs the following general
duties described below with a specific focus on meeting the needs of the Asian
American and Pacific Islander population:
Serves as the liaison between the White House Office on
AAPIs and the President's Advisory Commission on AAPIs. Coordinates
meetings and develops agendas of a high-level external body to the meet goals
of AAPI Initiative.
Administers functions of the President's Advisory
Commission in accordance to
the Federal Advisory Committee Act [FACA].
Evaluates information/initiates research to validate
existing policy, and/or to recommend new programs or policies to help the White
House Office on AAPIs meet the goals of Executive Order 13125.
Works directly with the leadership of the AAPI community
energizing and stimulating new strategies which will encourage a
broad-based and heightened
response on the part of AAPIs towards achieving the goals
of the Executive Order. Develops long range strategy recommendations to
further the effectiveness of AAPI's participation in the program.
Performs analytic work that contributes to the
improvement of Federal programs. Plans, develops, monitors, implements, and
evaluates current or
projected programs to assess their success in achieving
objectives of the White House Initiative on AAPIs. Conducts studies and
performs other analytical work related to the planning, development,
organization, administration, evaluation, and delivery of programs,
especially related to Pacific Islanders.
Plans and Accomplishes Effective Implementation of Policy
Evaluates the results of research or guidance from the
White House Office on
AAPIs to determine the effect on operations within the
incumbent's program assignment. Plans and accomplishes, or assists in the
planning of the implementation of equipped program and policy changes.
Reviews legislation, develops strategies and approaches for program
implementation, and prepares issue and policy papers. Monitors accomplishments
against established implementation goals and milestones. Conducts site
visits as necessary and prepares/forwards directives, instructional, procedural,
or other beneficial materials to ensure effective implementation of policy.
Provides follow-up assistance as required. Oversees/ facilitates
implementation of national
policy decisions.
Implements AAPI programs by providing leadership to
national, state, and/or
local agencies and organizations in the development,
extension, and
improvement of their existing programs.
Provides Advisory Services for AAPI Programs and
Projects
Provides technical assistance, consultation, and guidance
to national, state,
and/or local agencies, AAPI organizations, or research
entities regarding the
development, extension, and improvement of AAPI studies,
programs, systems,
strategies, and services. This involves contacts on such
program matters as
providing guidance and motivation, technical advice and
leadership, and
information and assistance on financial support. The
provision of program
advice and expertise requires that the incumbent develop
and apply new program
methods, approaches, and technology or extend, revise and
adapt existing
methodology to new and unusual situations. The social,
cultural, economic,
governmental, political, and other characteristics of the
programs affect the
administration and management of the programs to such a
degree that
significant program activities must be specifically
designated and modified to
accommodate them. Programs must take into account the
effect of lack of
access to certain arenas such as health and labor on the
AAPI population.
Reviews and evaluates AAPI programs resulting in
recommendations or decisions
for program strategies, modifications, or improvements.
Establishes Program Evaluation Criteria and Condition
Performs work in establishing the standards by which the
program will be
judged. Determines minimum standards or adequacy and
legal and regulatory
compliance requirements. Establishes program goals and
objectives and
identifies results indicative of successful program
accomplishments.
Establishes national standards by which programs are
evaluated. These
standards are used to judge program effectiveness and are
used in plans for
national evaluation.
Evaluates Legal Compliance and Adequacy of Programs
Performs work in establishing the standards by which the
program will be
judged. Determines minimum standards or adequacy and
legal and regulatory
compliance requirements. Establishes program goals and
objectives and
identifies results indicative of successful program
accomplishments.
Monitors, evaluates, and promotes improvement in national
programs. Performs
program site visit reviews of State, Pacific island
jurisdiction, and local
programs, and provides recommendations for improvement or
modification to
program implementation strategies. Ensures compliance
with requirements and
recognizes and exploits innovation and outstanding
achievement. Attends to
those program areas requiring remedial action as well.
Promotes programs for the AAPI population by stimulating
activity and
providing leadership to agencies and organizations in the
development,
extension, and improvement of their health care systems,
strategies, and
services. This involves such activities as analyzing
existing or proposed
systems, strategies, services, or other AAPI-related
matters, identifying
needs for improvement, and the methods and resources to
accomplish such
improvement, providing this information to client
agencies and organizations,
persuading them to take appropriate action' and providing
guidance in
developing and implementing the plans of action.
Solicits Cooperation and Support to Ensure Program
Success.
Participates in Federal-wide operational or planning
meetings, public
briefings, or other formal or informal settings where the
incumbent publicizes
program accomplishments and solicits resources or other
forms of support and
cooperation necessary to ensure program success. Acts as
a liaison with
policy-level officials within the agency to ensure that
the White House Office
on AAPI's views and interests are promoted with respect
to current and
emerging policy issues, and that those views are taken
into consideration in
policy development and implementation. Arranges for
authoritative speakers to
address professional and civic groups.
