I don't think that the 'emphasis on training at a particular school location can be used to classify a style, especially one with as large and varied a user base as TKD. The short answer I would usually give to that question is that TKD is usually taught as in sport-oriented setting, similar to the climate around judo. I have seen both being taught and practiced as martial arts. So to my way of thinking, it depends on the particular group or school (instructor, techniques, methods and students). The same is more or less true for hapkido, though I have yet to see decent sport hapkido (or aikijutsu) tournaments.
