Yeah, I think that's true. Many schools teach the 'Fight' first, and the forms and conditioning second as a way of enhancing the fighters abiltys.
Very often, the techniques are just the form anyway, only taught one section at a time in two man drills. Then, once you are proficient with them in application you are taught how they string together in the form last.
In the old days this got people fighting much faster, and held the form back untill the student could be trusted with the system. After all, the form IS the style, and if you learn that, it only takes time and effort to decipher it's contents.
I aggree weapons forms and fighting enhances the empty had stuff too, but only for the same reasons wieght lifting does.
