As far as I know, I have never seen any 0YD schools in, lets say, Jamaica. Big Deal. If someone wants to open there, then there probably would be some.
As far as 'they' goes, who are you referring to? I agree with the statement Eric made - if someone wants to go and open in texas, then there will be schools there. Gosh, I did not think that would be that hard to figure out.
