The FTC has an on-line complaint form, you can request confidential treatment if you have been threatened or you have reason to believe the mooo may try retribution.
The FTC investigates false advertising and illegal business trade practices as advocates of the consumer at www.ftc.gov
The IRS also has an on-line complaint section but you can call the 1-800 number to report in confidence since the mooo is likely to get testy. You may be eligible for an award basis the amount of recovery.
Simply tell the IRS what you know and request confidential treatment. The multi-state operation is of interest.
The FBI also has an-line report line with confidential treatment. RICCO laws seem interesting when applied to our bovine friends.
In any case above, its not necessary to embellish or tell tale tales.
Simply state what you know with facts, and let the evidence build.
