Since you didn't manage to rspond to the actual meat of the topic, here's a quick summary:
1) You think that blacks are to blame for things that are common in poverty stricken, high population regions which they might inhabit, in numbers you would like to inflate.
2) You do not believe this same thing of chinese, koreans, japanese, mexicans, tc, despite their slums having similar conditions.
Let me guess, you're one of the guys who cries racism when it's mentioned that a number, by no means all, of the korean masters who came to the US in the last few decades created cult like schools of martial arts, right?
