Ahhh... but we are talking about in terms of the law....

A threat is the 'expression' of intent to do harm. If someone says' I want to break your arm.' that is a threat... even though you are just stating a 'desire' - of course this is only true if you actually have the abilities to break someone's arm.

A child says this to an adult and it is nothing more than an expression.

A professional fighter says it and in the eyes of the law they can (and will) be held accountable for treating someone with physical violence. Now how serious this may be will depend on what state you are in as laws very (this will also depend on the level of the threat i.e. treating to break someone's arm is minor compared to treating to shoot {or kill} someone.)
