Simple. It's not a federal law. A very few states require a buyer to have a C&R FFL to even purchase machine guns. And a couple only allow liscensed Class3 dealers or leo/gov to possess. If it wasn't so inconvenient, it might be funny to live in such a state of humiliation, just to laugh at the humiliated losers that inhabit it.
Perhaps you are living in one of these STATES OF HUMILIATION.
