One more thing just occured to me. Because of the hip turn in dedogi coinciding with the block, the attacker's arm will be whipped around in a way that guarantees that that hand can attack at the very latest AT THE SAME TIME as the chung, and likely earlier even if the attacker does not outpace the defender's circle as I outlined above. If they do outpace it, it is likely that the dedogi practitioner will still be performing the failed block when they are hit by their opponent completing the circle ahead of them, and the opponent can thus block the chung with the bottom hand(pressing the arm into the moo's body) and ATTACK AGAIN with the initial attacking hand in a direct manner(a good uppercut should teach them).
What this equates to is dedogi being a method to get hit twice for blocking once. At which point, you too might hear wang po talking to you.
