UN climate change talks hit snags

UN climate talks in Poznan, Poland were lumbering along with many nations hesitant to commit to specific targets.

Interestingly, China, which was non-committal at the earlier Kyoto talks, has taken something of the lead even suggesting a bold proposal. China has suffered severely from pollution caused by dirty coal-burning plants that have fueled its meteoric rise.

Beijing will agree to a plan that places carbon limits based on per capita emission levels for every person on the planet. For example, China argues that a 2.33 tonnes of carbon cap for each individual in the world would force rich nations to buy allowances from poorer nations, which emit less.

One reason China may be enthusiastic about the plan is that according to some estimates it will not be until 2050 that Beijing would reach the proposed limits. The United States, on the other hand, already produces a whopping 20 tonnes of carbon per capita.

There will be some exceptions to the limit, for example, Russia because of its position in the colder northern hemisphere will be allowed a higher cap for heating needs.

The proposal though sounds fair as it appears to balance out the load between rich and poor nations who have not contributed equally to the present problem of climate change.

China is joining Europe in calling for tight international regulation of the global financial markets.

According to witnesses of closed-door talks at the Asia-Europe Meeting in Beijing, China agreed that stricter oversight is needed to prevent future market meltdowns.

"The crisis has fully revealed some defects in the current international financial system The international community has demanded reforms and the establishment of a fair and efficient international financial system," Premier Wen Jiabao said on Saturday.

Asia, Europe tackle credit meltdown in Beijing

Asian and European leaders will discuss a response to the financial crisis at the 43-nation, Asia-Europe Meeting, a summit that opens Friday in Beijing.

Russia sending naval for maneuvers with Venezuela

The Peter the Great nuclear cruiser along with three other warships from the Russian Norther Fleet base of Severomorsk are headed to the Gulf of Mexico for war games with Venezuela, Moscow announced today.

The deployment is the largest in the Americas since the Cold War.

Venezuela's leader Hugo Chavez has sealed major arms deals with Moscow, and negotiation are underway for a $6.5 billion oil refinery in the country that could help Caracas break its dependence on U.S. refineries.

In related news, China has agreed to build a refinery in China to refine oil from Venezuela, and to invest in a company that will build a refinery in the Orinoco region of Venezuela. Caracas has also signed a deal to buy 24 K-8 fighter training aircraft from Beijing.

Dalai Lama envoy worries about China dialogue

The Tibetan envoy of the Dalai Lama fears that China may only be holding its latest round of talks because of the media coverage surrounding the Beijing Olympic Games.

"There is some widespread belief that they are only meeting because of the Olympics," he said of the talks, which could burnish China's international image weeks before the Games.

Protests disrupted the Olympic torch relay, and there is some view that some countries may boycott the opening ceremonies because of the Tibet situation.
